Westinghouse Park Master Plan
Project Overview
Westinghouse Park is a city-block sized park located in Pittsburgh’s Point Breeze North neighborhood but also serves Homewood and Point Breeze neighborhoods. The City completed an Advanced Planning Report in July 2021 for Westinghouse Park, which established four pillars to serve as the foundation for future park planning efforts. The four pillars include history, ecology, community, and recreation.
Partnering with Pashek+MTR, E. Holdings led the community engagement efforts for the plan. The goal of the engagement process was to build on the information gathered during the Advanced Planning Report and come to consensus on the primary elements that need to be addressed in the Westinghouse Park Plan

Stakeholder & Public Outreach
E. Holdings organized and oversaw the plan’s Advisory Committee, comprised of representatives from community organizations in Point Breeze, Point Breeze North, and Homewood, along with other agency and community stakeholders. The primary focus for community engagement was to ensure that the process was as inclusive as possible and that residents within all three neighborhoods had the opportunity to provide input and be represented in the vision for the park.
While the Advanced Planning Report included a large community survey, the first round of engagement offered a more detailed community survey with the goal to hear from an audience that is more representative of all three neighborhoods, including younger residents, people of color, and residents of Homewood specifically. Outreach activities also included attending local community events, including the What’s the Point 0.5K at Westinghouse Park, Homewood youth football Homecoming games, the Sankofa Community Garden Festival, Westinghouse High School classes, the Homewood Block Party, a pop-up event at the park, and attending existing meetings with a variety of community organizations.
