Mt. Washington Landslide Mitigation
Project Overview
The City of Pittsburgh, Department of Mobility and Infrastructure, requires consultant services to complete a series of tasks to remediate and/or mitigate the threat of land movement on the various slope faces of Mount Washington within the City of Pittsburgh. The purpose of the Mt. Washington Slope Mitigation Project is to preemptively secure the hillsides of Mt. Washington to minimize the probability of a catastrophic slope event. There are three principle “segments” of Mt. Washington that this project includes.

Community Engagement
The City of Pittsburgh, Department of Mobility and Infrastructure, requires consultant services to complete a series of tasks to remediate and/or mitigate the threat of land movement on the various slope faces of Mount Washington within the City of Pittsburgh. The purpose of the Mt. Washington Slope Mitigation Project is to preemptively secure the hillsides of Mt. Washington to minimize the probability of a catastrophic slope event. There are three principle “segments” of Mt. Washington that this project includes:
- Greenleaf Street – the slope of Mt. Washington aligned along SR 19/51 extending to West End Circle.
- Reese Street – the narrow slope of Mt. Washington below the telecommunications tower and above freight rail lines
- William Street – the slope facing downtown Pittsburgh and extending over the Liberty Tunnel.
E. Holdings, Inc. has been contracted to perform public communications and engagement for the mitigation project. Services include development and implementation of public participation strategy utilizing a broad range of channels (online and in person, print and digital); website development and maintenance on Pittsburgh’s EngagePGH Platform; meeting facilitation; stakeholder outreach and engagement to ensure equitable and representative participation; meeting logistics assistance; meeting minutes, reports and/or recordings and transcription (if needed). This includes the design and production of all materials and collateral needed for successful outreach. Work on this project started in December of 2021 and is planned to proceed through 2023.
E. Holdings hosted two rounds of public engagement for the Mt. Washington Slope Mitigation project. The first round included two virtual public meetings and mailers to residents who will be immediately impacted by the work. The second round of engagement included mailers to residents directly impacted and around the area of work, and two hybrid meetings, hosted in person at the Carnegie Library of Pittsburgh – Mt. Washington.
