Pittsburgh’s Housing Needs Assessment was built to measure it — comprehensively, neighborhood by neighborhood, twenty years into the future.

EHI was contracted under HR&A Advisors to oversee the planning and GIS efforts for the City of Pittsburgh’s Housing Needs Assessment and to coordinate with local City officials and housing stakeholders throughout the study. The goal: give elected officials, City staff, stakeholders, and community members a meaningful, shared understanding of the existing housing market, the key issues within it, and how those issues impact the city and its residents.

EHI’s planning and GIS work translated complex housing data into a clear citywide picture — mapping conditions, trends, and gaps in a way that decision-makers and community members alike could understand and act on. Our coordination with City officials and housing stakeholders kept the assessment grounded in local knowledge, ensuring the analysis reflected the on-the-ground realities of Pittsburgh’s neighborhoods, not just the numbers.

The final study delivers a comprehensive assessment of existing housing conditions, demographic and market demands, housing gaps and issues, and current and anticipated unmet housing needs — along with an outlook of anticipated housing demand over the next twenty years.
