Regional Tunnel Facilities Program Management

EHI, as part of the Jacobs Team, is supporting ALCOSAN’s Regional Tunnel Program — the cornerstone of the Clean Water Plan, ALCOSAN’s commitment under a modified federal consent decree to control combined sewer overflows and eliminate sanitary sewer overflows across the region. The plan calls for approximately 16 miles of deep wet-weather tunnels along the Ohio, Allegheny, and Monongahela Rivers that will capture excess flows and convey them to ALCOSAN’s treatment plant, helping reduce wet weather overflow volumes from an estimated 9.3 billion gallons to less than 2.7 billion gallons per year by 2036.
A program this big doesn’t succeed on engineering alone. It succeeds when elected officials, communities, and stakeholders understand it, support it, and stay informed through every phase of design and construction. That’s where EHI comes in.
Our team leads stakeholder and public engagement for the Tunnel Program, building consensus with elected officials, working directly with the communities affected by construction, and meeting with community groups and key stakeholders to spread the word and answer questions. Engagement started early — before permitting and design — because community support isn’t something you ask for at the end; it’s something you build from the beginning. Every informational material is customized for its audience, with transparency and inclusion as the standard.
EHI’s role extends beyond engagement. Our team provides GIS mapping and data integration to inform planning and permitting, and coordinates with utilities and elected officials to align technical and regulatory requirements — keeping a complex, multi-year program moving in one direction.
