Pittsburgh Regional Transit – St. Anne & Bethel Village Light Rail Station Planning
Project Overview
PRT alongside local partners, are redesigned to improve accessibility as well as connections to surrounding assets at St. Anne and Bethel Village Stations along the Light Rail Red Line. The plan will also improve station design by making PRT facilities more comfortable, easier to use, more sustainable, and more attractive.
The plan will also include opportunities to improve access, potential recommendations for future TOD at St. Anne’s Park and ride, and will recommendations to reduce impact on Saw Mill Run Floodplain.
These projects are part of the Light Rail Accessibility Program (LRAP) which is funded by the Federal Transit Authority’s All Stations Accessibility Program (ASAP).

Engagement & Input
E. Holdings was contracted under HDR, Inc. to assist with public engagement and outreach for the project, responsible for scheduling meetings and coordinating with the steering committee on a regular basis, to keep the committee up to date and to maintain participation.
The E. Holdings project team designed a community engagement plan for the St. Anne and Bethel Village Stations Area Plans to engage directly with riders who currently use the stations, as well as stakeholders in the surrounding communities. Engagement efforts included a variety of in-person and online input methods to yield diverse voices and provide the adjacent neighborhoods with a sense of ownership in the station area plans. The project team’s goal was to work collaboratively with municipal officials, community organizations and stakeholders to implement an engagement plan that prioritized clear, consistent, transparent, and equitable communication with the public and stakeholders to solicit input, build consensus, and integrate public input into the decision-making process for St. Anne and Bethel Village Stations.
