Allegheny County Sanitary Authority (ALCOSAN) ALCOSAN’s Regionalization program is the transferring of ownership of the trunk sewers and other wet weather control infrastructure from customer municipalities to ALCOSAN. During the Analysis and Implementation phase of Regionalization, E. Holdings, Inc. was responsible for project communications, public presentations, high level stakeholder coordination, collection, evaluation, and management of the sewer system data, technical evaluations of the system, and capital improvement plans and cost estimates. E. Holdings, Inc. planned and executed municipal meetings with ALCOSAN’s 83 customer municipalities. Over the course of 2015-2017 E. Holdings, Inc. coordinated 77 meetings to first review existing municipal data and mapping of sewer infrastructure with the customer municipalities, and then once completed review CCTV inspection data. Support by E. Holdings, Inc.’s efforts, ALCOSAN identified approximately 265 miles of sewer infrastructure to transfer.
